Cindy Bailey honoured with 2026 Electronic Navigation Shield

The Federation is proud to award the 2026 Electronic Navigation Ltd (ENL) Shield and Federation Life Membership to Cindy Bailey, as nominated by Leigh Commercial Fishermen's Association Inc.
Their nomination lays it all out:
Cindy Bailey is a long-standing member of the New Zealand Federation of Commercial Fishermen. Over many years, she was the sole Treasurer and Secretary of the Leigh Commercial Fishermen's Association (LCFA), a member of its Executive, and is now a highly respected LCFA Life Member. She also serves on the Seafood New Zealand Inshore Council – Northern Committee, is a FirstMate New Zealand Navigator, and regularly contributes to industry meetings and workshops.
Throughout her career, Cindy has remained deeply committed to supporting commercial fishers and strengthening the industry, helping guide and mentor generations of fishers. Alongside her extensive industry service, she worked tirelessly supporting Graeme in their fishing operations – managing demanding administrative responsibilities, adapting to ongoing industry change, and supporting skippers and crews – all while raising their family during long periods with Graeme at sea, and now proudly supporting their grandchildren.
Cindy played a vital role in ensuring the LCFA remained strong and sustainable until a succession plan was established, and she continues to provide valued guidance in her role as a LCFA Life Member.
She is a steadfast advocate for the fishers “who stand at the coalface.”
